How do you know if a legislator is in the Freedom Caucus?

While some Wyoming legislators are open about being part of the Freedom Caucus, others are not. 

In order to shed some light on the group, we made it easier to understand who is part of it. 

Some legislators are formal leaders or members, while others are simply followers who vote as they’re told in exchange for campaign support.  

To determine who is in the Freedom Caucus, we looked at three simple things:

Public Membership

Some Wyoming Freedom Caucus leaders and members are listed on the group’s website.

Endorsements

The Freedom Caucus endorsed 42 House candidates for the 2024 primary elections. Those who won have followed the group’s orders once in office.

Voting Record

The Freedom Caucus publicly described 28 priorities that were represented in actual bills during the 2025 legislative session. Lawmakers in the Freedom Caucus voted for 90 - 100 percent of this legislation.

Thirty-one other bills from the 2025 session were tracked in Better Wyoming’s Grassroots Accountability Reports. We compared individual lawmakers’ votes on those bills to the votes of Freedom Caucus Chairwoman Rachel Rodriguez-Williams. Many Freedom Caucus lawmakers voted according to their leader’s orders more than 80 or 90 percent of the time.
