Who is Abby Angelos?
Rep. Abby Angelos is a Freedom Caucus follower. She doesn’t claim membership in the far-right group, but she openly supports its ideas and joins their publicity stunts. This included wearing a red blazer to show her support for Freedom Caucus attempts to defund state agencies.

Votes Against Senior Healthcare Funding
During the 2026 budget session, Angelos consistently voted against funding to improve healthcare access. This included voting down $4.7 million in state funds for senior healthcare at “skilled” nursing homes and refusing the same amount in federal funds for the same cause.
The Freedom Caucus, including Rep. Angelos, voted as a bloc to kill the bill.
Shuns Safety Help for “Highway of Death”
Rep. Angelos voted against a budget amendment to make Wyoming Highway 59 from Gillette to Wright safer for workers and families.
This road has been called the “highway of death” because of its history of a high number of fatal collisions. The highway includes heavy industrial traffic and dangerous driver behavior on a two-lane road.
The funding would have allowed the Wyoming Department of Transportation to widen the highway and construct other safety improvements.
Lets County Campbell Kids Go Hungry in Summer
Rep. Angelos has voted repeatedly to reject funding to feed hungry Campbell County kids during the summer, when students who receive free or reduced lunches are out of school.
The first time was in 2025, when the Freedom Caucus refused to pass a bill (HB-341) to have Wyoming participate in the federal “SUN Bucks” program.
The issue returned in a budget amendment in 2026. But because of Freedom Caucus opposition in the House, including Angelos’, it failed again.
The program would have benefitted an estimated 32,000 kids statewide.
Fortunately, Gov. Mark Gordon signed an executive order in April that will provide one-time funding to begin SUN Bucks in Wyoming in June.
Three Votes Against Raises for State Workers
Rep. Angelos voted three times against cost-of-living raises for hardworking state employees during the budget session.
First, as a member of the Joint Appropriations Committee, Angelos rejected Gov. Mark Gordon’s proposal to bring long overdue state employee salary increases from 2022 up to 2024 market levels to better help retain and attract workers.
Then, after House debate on the issue, Rep. Angelos once again stuck to the Freedom Caucus position against the cost-of-living raises for state employees.
Finally, Angelos did it again during a final-reading budget amendment by voting against increasing state employee salaries to 2024 paytables to help improve their purchasing power.
The House reached a compromise with the Senate over the salary hikes. State workers will be able to take a little bit more home this year, but no thanks to Rep. Angelos.
Says No to ‘Corner Crossing’ Bill
Rep. Angelos also voted against hunters’ ability to access public land via “corner crossing.” (HB-19)
The proposal this year sought to simplify a 49-page civil-suit decision by the U.S. 10th Circuit Court of Appeals that held a landowner cannot block public access to public land in the checkerboard landscape across southern Wyoming.
That decision effectively legalized the practice of corner crossing in Wyoming and five other states within the 10th Circuit’s jurisdiction. However, lawmakers such as Rep. Angelos killed a bill that would have simplified and codified the legality of corner crossing into state law.
